State and federal environmental regulatory agencies in the Unites States are promoting the voluntary implementation of manufacturing systems and practices that reduce regulated waste streams. Regulatory agencies are adopting this strategy because of the high cost of "command and control" regulatory strategies. Manufacturing firms are interested because of the potential to avoid regulatory cost and to avoid future liability problems. This paper addresses the emergence of strategies and business practices that firms have adopted to incorporate environmental concerns. The paper creates a strategic framework and tools for evaluating the economic, design, analysis, and management issues in environmentally conscious manufacturing and design for the environment.
